Frances was born on December 22, 1937 in Cleveland and passed away on June 24, 2014 at Fairmont Health Center in Willoughby. She was surgical nurse for Lake Hospital Systems Survived by her son, David Sheppard of Wickliffe Grandchildren, Virginia Mingo and Dustin Mingo Madison Mingo

She was preceded in death by her foster parents Lester and Carrie Elton and a brother Robert Hillstrum Interment will be at Lane Road Cemetery in Perry
